Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

AI Contract Overview

The AIDS Institute is awarding six contracts to provide patient navigation services for people who inject drugs and are living with hepatitis C virus (HCV) across all counties in New York State. These services aim to raise awareness of HCV risks among this population and facilitate linkage to treatment for those testing positive. The procurement process faced challenges, as a previous competitive solicitation was unsuccessful in awarding contracts in five regions, leading to the decision that a third competitive procurement was not feasible due to the specific qualifications of the selected firms and the unique circumstances of the project. Consequently, the awards are being made through a sole-source exemption to six organizations: Southern Tier AIDS Program Inc., AIDS Community Resources Inc. (serving Syracuse and Utica), Catholic Charities AIDS Services, AIDS Council of Northeastern New York Inc., and Cornerstone Family Health. The contracts are set to begin on November 1, 2025, and will extend through October 31, 2028, with a total contract value estimated between $500,000 and $1,500,000. The initiative is managed by the New York State Department of Health, with the primary contact being Ilene Kane. This exemption allows these organizations to deliver targeted services statewide without a competitive bidding process, emphasizing their specialized qualifications and the urgent need for consistent service delivery in this area.
