Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. Responses must be submitted electronically via the OpenGov portal by November 17, 2026.

The New York State Office of Mental Health (OMH) is extending a critical laundry and linen services contract with Syracuse Linen Supply, Inc. for the period from March 1, 2024, to August 31, 2024, through a single-source procurement approved by the Office of the State Comptroller. This extension is necessary to ensure uninterrupted services vital to the daily operations, health, and safety of patients and staff at the St. Lawrence Psychiatric Center and other OMH facilities serving northern counties. The contract’s continuation is especially important given the remote location of the facility in Ogdensburg, NY, which limits the availability of alternative providers willing to service this area. The services provided support the overall functioning of the inpatient and outpatient mental health programs, which serve a predominantly indigent population across multiple counties. The OMH oversees a large, complex mental health system that includes inpatient psychiatric centers, outpatient clinics, and residential programs, employing approximately 15,000 staff members. The psychiatric center offers a broad spectrum of mental health services, including crisis intervention, counseling, and recreational therapy, primarily serving rural communities with limited access to such services. The contract’s extension ensures continuity of essential laundry and linen services, which are integral to maintaining hygiene standards and operational safety. The notice emphasizes that this is a sole-source award due to Syracuse Linen Supply, Inc.’s unique capability to provide services in this remote region, and it is not a solicitation for bids.

***THIS IS NOT A SOLICITATION FOR BIDS***  The Office of Mental Health (OMH)  has been approved by the Office of the State Comptroller’s to extend an existing St. Lawrence Psychiatric Center contract with Syracuse Linen Supply, Inc. for the period of 3/1/2024 – 8/31/2024 via a Single Source Contract while a competitive procurement is issued.  The contract is critical for the daily function of the facility as well as for the health and Safety of the patients and staff that are at the facility. The Mission of the New York State Office of Mental Health (OMH) is to promote the mental health of all New Yorkers, with a focus on providing hope and recovery for adults with serious mental illness and children with serious emotional disturbances. OMH oversees New York State’s large, multi-faceted public mental health system. It directly operates twenty-three (23) inpatient Psychiatric Centers (“Hospitals” or “Facilities”), and regulates, certifies and oversees more than 4,500 programs, which are operated by local governments and nonprofit agencies. The 23 OMH-operated inpatient Psychiatric Centers employ about 15,000 medical, clinical, administrative, and support staff. The inpatient care delivery system consists of Nurse Stations (wards) at each hospital. There are also about 155 licensed outpatient program locations (units) statewide, including clinics and specialized outpatient programs such as Assertive Community Treatment, Continuing Day Treatment, and Children’s Day Treatment. OMH also operates licensed residential programs throughout the State. OMH operates as one system with adult, children, forensic, and research services provided on an inpatient, outpatient, and residential basis to a mostly indigent population. The St. Lawrence Psychiatric Center (SLPC) provides a comprehensive range of services, including, but not limited to crisis intervention, individual & group counseling, task & skill training and recreational therapy. They serve several of are Northern counties (St. Lawrence, Jefferson, Franklin, Essex, Lewis, and Clinton), many of which are rural, and would have limited access to mental health services without SLPC and its outpatient clinics. Laundry/Linen Services are essential to the operation of our OMH facilities. While some are able to receive this vital service via the NYS Industries for the Disabled, or the Office of General Services (OGS) Laundry and Linen Statewide contract, due to SLPC’s remote location in Ogdensburg, NY, there are a limited number of providers willing to go this far north. Therefore, it is essential that we extend this contract while we procure another long-term agreement. Any lapse in services would directly impact the health and safety of our clients and staff.   Reason for advertising exemption: Single Source Award recipient: Syracuse Linen Supply, Inc. Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:05/09/2024 ***THIS IS NOT A SOLICITATION FOR BIDS*** Contract term: 3/1/2024 - 8/31/2024 County(ies): St. Lawrence
