The United States Army CECOM Life Cycle Management Command (LCMC) plans to award a contract modification on March 1, 2009, to Raytheon Company for the third option year of a Firm-Fixed-Price, Indefinite Delivery Indefinite Quantity contract initially awarded in 2006. This contract supports the AN/PAS-13A and AN/PAS-13B Thermal Weapons Sights (TWS), which are self-contained day/night thermal imaging sensors designed for small arms to enhance target detection under low visibility conditions. Raytheon, as the original designer and developer of these systems, is the sole source authorized to provide spare parts due to their exclusive control over the design and manufacturing data, which has not been transferred to the government. The contract is awarded under specific legal authorities that recognize Raytheon as the only reliable source for these parts. Interested parties are informed that the contract solicitations and related documents are available exclusively through the Army’s Integrated Business Opportunities Portal (IBOP), which requires registration for access. The government does not provide hard copies of solicitation materials. Electronic submission of offers and bids is mandatory through the IBOP site. Technical assistance for the portal is available by phone, and all proposals must adhere to security requirements by excluding classified data. This action streamlines procurement for vital thermal weapon sight components critical to enhancing soldier effectiveness in various visibility conditions.
