The Utah Division of Purchasing has issued a notice of intent to award Contract 236291 AMD 3 without competition under the Utah Procurement Code, citing justifications that include sole source availability, significant transitional costs, and the impracticality of conducting a standard procurement process. The contract is for the renewal of 25 FedRAMP-hosted TeamMate+ software licenses, used by the Utah Insurance Department’s Financial Regulation Examination Division to conduct and document regulatory examinations of insurance companies. The original contract value was $60,850, with a proposed increase to $180,000 due to higher licensing costs and expanded usage, necessitating a request to modify the contract amount. The procurement is justified under Utah Administrative Rule R33-108-101c and Utah Code 63G-6a-802, with the National Association of Insurance Commissioners identified as the sole provider. The contract extension and increase were approved based on affirmative responses to mandatory justifications, including sole source status and impracticality of competitive procurement. Delivery is F.O.B. Destination, Freight Prepaid, with performance occurring entirely within Utah. The contract includes an anti-boycott certification requirement under Utah Code 63G-27, and no federal FAR clauses or federal acquisition regulations apply, as this is a state-level procurement. There is no specified inspection location, formal evaluation factors, or detailed delivery timeline, and while the Division of Purchasing is the contracting office, no COR, COTR, or PCO information is provided. Submission of justifications must be completed through the outlined state forms and sent to the Division of Purchasing and General Services in Taylorsville, Utah, with a response deadline of July 29, 2026.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS
The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that:
- there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
