The Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic), specifically the Innovation and Discovery Competency, is seeking information on existing or emerging Government off the Shelf (GOTS) or Commercial off the Shelf (COTS) devices that provide inherently safe, long-term energy storage solutions. The sought devices must be inherently safe—non-explosive under any misuse or environmental conditions—and suitable for operation in potentially explosive closed environments. They must support repetitive high charge and discharge rates, possibly at 100% duty cycles, and maintain near-instantaneous maximum discharge capabilities even after long-term inactivity spanning years. Additionally, the devices should support recharging from low-energy sources such as waste heat or solar energy and offer high energy density to satisfy size, weight, and power constraints. The main use cases envisioned include remote, undeveloped, or contingency ISR sensors and communication systems for force protection, emergency response, and natural disaster scenarios. Submissions for this request for information (RFI) were due by February 10, 2014, and should include company identification, product details, and a description of the system technology. Respondents were directed to send documentation securely via the US Army's ARMDEC SAFE transfer site or by physical media to the designated technical point of contact, Curtis White. This RFI is for information gathering and planning purposes only and does not constitute a solicitation for offers or imply contract awards. Any non-technical inquiries regarding the contract process were to be directed to the assigned contract specialist. The contracting office is located in North Charleston, South Carolina, and the solicitation number for this effort is N65236_SNOTE_0008EE16.
