This six-year Firm-Fixed Price Requirements-Type Indefinite-Delivery contract is for the procurement of the Expeditionary Airfield Lighting System II (EALS II). This LED remote lighting system supports the Air Force Module construct through four progressively accumulative modules designed to guide pilots during night, low-visibility, blackout, and night-vision goggle conditions. The system ensures safe aircraft launch and recovery operations, including precision and non-precision IFR criteria, by providing visual cues for approach, landing, rollout, and taxiing. The contract structure consists of a 24-month basic period followed by four annual options, with specific best estimated quantities outlined for each of the four modules. This is a total small business set-aside utilizing FAR Part 12 and 15 procedures, requiring extensive pre-production testing for each module before production is authorized. Award decisions are based on Technically-Acceptable Performance Price Trade-Off procedures, with deliveries distributed across multiple USAF shipping locations.
