EXPIRED RESTAURANT LIQUOR LICENSE AUCTION

The Pennsylvania Liquor Control Board is conducting an auction under Invitation for Bids 260381 to sell the rights to file transfer applications for expired restaurant liquor licenses, specifically auction numbers 450 through 469. Pursuant to section 407.3 of the Liquor Code, these licenses are restricted and cannot be transferred outside of their originating county. Bidders must submit their offers by 12:00 p.m. ET on October 5, 2026, via mail or hand-delivery to the PLCB Purchasing and Contract Administration Division in Harrisburg. Each bid must be submitted on an official PLCB Bid Sheet, signed in ink, and accompanied by a certified or cashier's check as surety in the amount of 5,000 dollars or 5 percent of the total bid, whichever is greater. To be eligible for award, bids must be in whole dollar figures and meet a minimum threshold of 25,000 dollars. Selection as the highest bidder grants the right to apply for the license but does not guarantee final Board approval. Successful bidders must remit full payment via ACH debit or wire transfer within 30 calendar days of the Notice of Selection, with separate payments required for each license. Any prior fines, liens, or judgments associated with the previous license holder are rendered null and void upon expiration. Bidders are required to certify that their pricing was determined independently and without collusion, subject to penalties for false swearing under Pennsylvania law.
