The Pennsylvania Liquor Control Board (PLCB) is soliciting bids for a single-award contract to provide comprehensive HVAC services at the Northwest Office Building located at 910 Capital Street, Harrisburg, PA. The selected contractor will be responsible for all labor, materials, supervision, tools, and equipment required for monthly unit inspections, preventative maintenance, filter service, and corrective repairs. Key performance requirements include managing seasonal transitions, specifically starting chillers in May and shutting them down in October, as well as performing winter shutdown services between November and March. All work must adhere to the National Electrical Code using UL approved materials, and the contractor is responsible for the proper provision and disposal of refrigerants, oils, and other hazardous materials. The contract will be awarded to the lowest responsive and responsible bidder. To be considered responsive, bidders must submit their proposals through the Oracle Supplier Portal, including a signed bid form, company overview, prior experience, personnel certifications, insurance certificates, and proof of a site visit. Additionally, the contractor must provide a performance bond of 10,000 dollars per year and certify compliance with Pennsylvania labor laws, including the Prevailing Wage Act and Workers' Compensation Law. Payment will be processed via ACH or Treasury check, and the contractor must maintain strict confidentiality regarding PLCB and Commonwealth information.
