The U.S. Army Aviation and Missile Command (AMCOM) is conducting an open season under the Expedited Professional and Engineering Support Services (EXPRESS) program to restructure existing teams across all service domains. EXPRESS operates as a Blanket Purchase Agreement (BPA) program using GSA Federal Supply Schedules to procure a wide range of advisory and assistance services, including supervision, labor, materials, travel, training, technical support, and management assistance. The program currently has competitively awarded BPAs in four domains: Business & Analytical, Logistics, Programmatic, and Technical, with multiple teams established within each. This open season allows existing Prime Contractors and Team Leaders to reorganize their teams by adding or removing members and subcontractors, adjusting roles between prime team members and subcontractors, and updating teaming arrangements to better respond to future task order needs. Interested parties seeking to join as team members (requiring a GSA Schedule), subcontractors (which do not require a GSA Schedule), or providers of incidental materials (with a preferred GSA Schedule) are encouraged to coordinate with current Prime Contractors or Team Leaders. Submission requirements for restructuring include a detailed team matrix, revised performance and rate documentation, and updated capability files, all of which must be submitted by the deadline of 2:00 PM CST on August 6, 2007. Additional details, including current Prime Contractor lists and BPA team websites, are available on the EXPRESS program’s official website hosted by AMCOM. This restructuring effort provides flexibility for teams to optimize their capabilities and positioning within the EXPRESS BPA framework for ongoing and future professional and engineering support services.
