AI Contract Overview
The India Basin Shoreline Park renovation project in San Francisco involves extensive improvements to an existing 7-acre waterfront park. The scope includes construction of two new buildings—a boathouse and a restroom facility—as well as significant in-water structures such as marine way walls, a pile-supported floating dock, and a gangway. Additionally, the project features site enhancements including paving, landscaping, irrigation, seating, site furnishings, stairs and rails, a new playground, utilities, lighting, pergola structures, basketball courts, public art installations, sidewalk frontage upgrades, and both wayfinding and interpretive signage elements. The total estimated construction cost is approximately $58 million, and the planned project duration is 780 consecutive calendar days. The contract will be awarded under a Best Value Procurement model, where bids are evaluated based on a formula dividing the bidder’s cost by their qualification points, resulting in a Best Value Score; the lowest score wins. Contractors must hold both Class “A” and Class “B” licenses at the time of award. Administrative details include a series of seven addenda issued to clarify and extend bid deadlines, with the latest bid opening scheduled for late February 2025. Pre-bid and site walk meetings are mandatory for bidders, held virtually via Zoom and onsite at the park, respectively. The procurement process requires contractor compliance with California prevailing wage laws, San Francisco’s minimum compensation and healthcare security ordinances, mandatory DIR registration, and bonding requirements including 100% performance and payment bonds. Bids must be submitted electronically using San Francisco DPW’s procurement portal. The City reserves final award authority pending fund certification by the Controller and Commission approval. Inspection and acceptance are expected on-site, and the City acts as the final accepting authority. There are no formal FAR clauses or standardized contract attachments publicly provided at this stage, and technical standards are referenced generally through state and local regulations. The contract emphasizes labor compliance, robust bonding, and Good Faith Effort commitments toward specified local business participation goals including MBE, WBE, DVBE/VOSB, and LBE targets.
