AI Contract Overview
San Francisco Public Works has issued a Request for Qualifications and Proposals (RFQP) for a Construction Manager/General Contractor (CM/GC) team to deliver pre-construction and construction services for the Powell Street Improvement Project. This initiative targets a three-block corridor on Powell Street between Market and Geary Streets, a key pedestrian and transit hub featuring the iconic cable car turnaround. The project scope encompasses comprehensive streetscape enhancements including roadway improvements, sidewalk replacement and extension, sub-sidewalk basement repairs, advanced lighting installations, landscaping, utility relocations, waterproofing, and traffic and pedestrian routing with minimal disruption to existing cable car operations. Emphasis is placed on high-quality material selection for non-standard elements and close coordination with MUNI transit operations. The projected total construction budget stands at $35 million, with direct construction costs estimated at $28 million. The CM/GC team’s responsibilities cover value engineering, constructability reviews, cost estimating, schedule development, and phased logistics planning to facilitate complex urban construction sequencing under a citywide Project Labor Agreement (PLA). Proposals are due by December 19, 2025, with a mandatory pre-proposal conference scheduled for November 13, 2025, available in-person and virtually. The solicitation mandates compliance with California Department of Industrial Relations registration requirements, City of San Francisco labor ordinances including Local Business Enterprise participation goals, prevailing wage laws, healthcare security, and paid sick leave provisions. Contractors must submit safety prequalification documentation and OSHA injury logs for prior years. The procurement process underscores a best-value award approach reflecting technical expertise, coordination capacity, and labor compliance rather than strictly lowest price. Inspection and acceptance will occur on-site, overseen by San Francisco Public Works, ensuring adherence to all applicable codes and standards. Proposals must be electronically submitted in accordance with specified formatting and deadlines, with additional administrative submissions required for safety and labor compliance verification. No packaged clauses with formal FAR references are included; instead, the contract references local administrative codes, project-specific labor agreements, and city ordinances. Key contract administration details such as payment procedures and evaluation factor weightings are not explicitly detailed in the solicitation but align with standard municipal public works procurement practices for large-scale urban infrastructure projects.

Interested parties responding (“Respondents”) to this RFQP are to be Construction Manager/General Contractors (“CM/GC”) teams consisting of the CM/GC and specified Core Trade Subcontractors in a design-assist capacity capable of performing pre-construction services, as well as construction services, including but not limited to, constructability reviews, cost estimating, schedule development and validation, and development of complex construction phasing and logistics sequencing that integrates engineering controls. The Powell Street Project is located on Powell Street between Market and Geary Streets in San Francisco, California.
Scope of Work: The Powell Street Improvement Project is a collaborative initiative aimed at revitalizing a three-block stretch of Powell Street between Market Street and Geary Street in San Francisco. This area, serving as a critical pedestrian corridor and home to the iconic cable car turnaround, has faced challenges such as vacant storefronts and declining foot traffic.
This project consists of roadway improvements, sidewalk replacement work, sub-sidewalk basement repairs, sidewalk extensions, lighting installations, and landscaping improvements. Work may involve roadway demolition, site grading, sub-sidewalk basement work, waterproofing, utility relocation work, traffic routing, temporary pedestrian routing, and all related work. The project will place significant emphasis on the selection, detailing, and installation of high-quality materials, particularly for non-standard elements associated with sidewalks, lighting, and site furnishings. There will also be the need for close coordination with MUNI Operations to ensure minimal impacts and shutdown time to ongoing cable car operations and customers. Project will be required to provide adequate traffic routing and phasing plans for vehicles and pedestrians during construction to minimize impacts to traffic and keep businesses open during construction.
The Total Estimated Construction Budget for the Project, including Pre-Construction services, is $35,000,000, with the Direct Cost of Construction estimate being $28,000,000.
Pre-Proposal Conference Information: A Pre-Proposal Conference will be held on Thursday, November 13, 2025 at 10:00am at 49 South Van Ness Avenue and via an Audio/Virtual Conference through Microsoft Teams.
