Summary: BHNC Rehab Bundle includes three (3) multi-family residential Type IV buildings comprising permanently affordable residential units: • 1652 Eddy Street – 2 stories with 7 residential studio units and a social services center. • 3554 17th Street – 3 stories with 9 residential units and ground floor commercial space. • 195 Woolsey Street – 2 stories with 10 residential units
Scope of Work: The RFP seeks a General Contractor(s) service for the Rehab Bundle, as detailed below Scope of Work. The General Contractor is encouraged to bring any specialty consultants to the initial Site Visit, and to identify any value-engineering opportunities.
1652 Eddy Street • Seismic Scope: • Per Seismic Retrofit per SE drawings dated 1/10/20: • Demo, install new anchor bolts, blocking sheathing, sill plates and structural framing, hold-downs, sheathing. Scope will be predominantly on the ground and basement levels. Replace associated finishes such as gyp board, flooring and painting, etc. Demo/abatement will include areas impacted by structural work.
• MEPS, (mechanical, electrical, plumbing and fire): • A design build non-proprietary fire alarm panel with new components. Fire Alarm Upgrade as required by SFFD Pillow Ordinance, including low-frequency sounders in each unit.
• Envelope/Exterior Scope: • Alternate for replacement of all single pane windows, and any other damaged windows. (assume these can be replaced from the interior with limited or no need for scaffolding). • Repair dry rot especially associated with window sills/window installation, (allowance pending assessment). 195 Woolsey Street Seismic Scope: Per Seismic Retrofit per SE drawings dated 8/9/19: Demo, install new anchor bolts, blocking sheathing, sill plates and structural framing, hold-downs, sheathing. Scope will be predominantly on the ground and basement levels. Replace associated finishes such as gyp board, flooring and painting, etc. in the area impacted by structural work. Demo/abatement will include areas impacted by structural work. Exterior Scope: Repair of Fire Escapes to be code compliant Repair of one (1) exterior stair Alternate for paint of street-facing facades, alternate for complete re-painting or associated window/trim painting Replace roof with Asphaltic Composition Shingle Roofing Repair dry rot especially associated with window sills/window installation, (allowance pending assessment). Envelope Scope: Alternate for replacement of all windows, (assume these can be replaced from the interior with limited or no need for scaffolding).
In terms of MEPS, (mechanical, electrical, plumbing and fire): Electrical Upgrade from 200 amps to 400 amp service (including single-line-diagram and possible PGE permitting). Upgrade to include service upgrade and upgrade within each dwelling unit pending assessment. Associated plumbing upgrades that are code compliant.

Install concrete foundations, grade beams, new steel moment frame. Scope will be predominantly on the ground and basement levels. Replace associated finishes such as gyp board, flooring and painting, etc. in the area impacted by structural work. Demo/abatement will include areas impacted by structural work. In terms of MEPS, (mechanical, electrical, plumbing and fire) and Conveyance: Electrical Upgrade from 200 amps to 400 amp service (including single-line-diagram and possible PGE permitting). Small Business Enterprise (“SBE”) Program Project Goal:
This project has a subcontracting goal of 25% Small Business Enterprise participation. The selected General Contractor will be responsible for working with the Sponsor to meet or exceed this goal. SBEs must be certified with a governmental entity and meet CMD and MOHCD’s small business size standards. Only SBE subcontractors can be utilized to meet the 25% SBE goal. By applying for this contract award, bidders are responsible to make a good faith effort to use SBEs for subcontractors/subconsultants. "Small Business Enterprise (SBE)" for this contract means a business that is certified as an SBE under (1) one of the following programs and (2) the firm’s five-year average gross revenues do not exceed the maximum economic thresholds listed on SBE Form 2.
Ratings Bonus/Bid Discount- The following rating bonus will be in effect for the award of this project for joint ventures with SBE prime participation where the joint venture partners are in the same discipline and have the specific levels of participation as identified below. The rating bonus applies at each phase of the selection process. The application of the rating bonus is as follows:
• Prime and Joint Venture Rating Bonus – A Rating or scoring Bonus will be added to the total proposal score and the total interview score (for firms selected for an interview) in the following breakdown:
1. ten percent (10%) to a SBE prime contractor or a Joint Venture among SBE prime contractors. 2. seven and one-half percent (7.5%) to a Joint Venture with SBE prime contractor participation that equals or exceeds forty percent (40%) The Ratings Bonus shall apply to each stage of the selection process, including proposals and interviews. Joint Venture Bid/ratings bonus will be added to the score only to a Joint Venture (1) that meets the requirements contained in this RFP and (2) when the SBE is an active partner in the Joint Venture, performs work, manages the job, takes financial risks in proportion to the required level of participation stated in the bid documents, is responsible for a clearly defined portion of the work to be performed, and shares proportionately in the Ownership, Control, management responsibilities, risks, and profits of the Joint Venture. The portion of the SBE Joint Venture's work shall be set forth in detail separately from the work to be performed by the non-SBE Joint Venture partner. The SBE Joint Venture's portion of the Contract must be assigned a commercially reasonable dollar value.
PRE-BID SITE MEETING/WALK: There will be a site visit held on 3/11/24.

A completed RFP response must include the following:
1. Respondent Information

2. Firm’s Experience & Capacity
a. In no more than 2 pages, describe the firm’s capacity to perform the scope of work. Identify the proposed project executive, project manager, and other key project staff members. Describe their current workload and capacity. Describe the firm’s experience with projects of similar size and community-oriented goals. If a proposed JV structure, specify the proposed division of roles and responsibilities between the two firms. b. Resumes of company officers and/or principals c. Resumes of key staff that are proposed to work on this project
3. Racial Equity, Diversity, and Inclusion Approach
a. In no more than 1 page, provide a narrative describing initiatives or processes your firm has adopted towards racial equity, diversity, and inclusion, especially in regards BIPOC staff or consultants or apprentice advancement within the organization, and hiring and subcontracting, and the outcomes of those strategies and initiatives. Describe any initiatives your firm has taken to ensure the participation and advancement of underrepresented groups, including people of color and women.
4. Project Examples
a. Describe firm’s relevant experience in affordable housing and multifamily rehabilitation projects. List and describe firm’s: • strategy toward meeting the owner’s program and maintenance goals • strategy toward cost containment through value engineering and by bringing product and constructability issues to the Architect and Sponsor through the design and estimating phases. b. Provide detailed information on 3 relevant projects completed within the past 5 years (6 pages max): • Project name and location • Brief project description, including firm’s role on the project • Date completed • Construction type (new construction/rehab and building type) • Construction cost • Client references (contact name, title, company, relation to project, and current number and email). Ensure contact information provided is current.
5. Fees:
Submit an itemized cost estimation that includes Profit and Overhead as a percentage of construction cost.
6. Schedules:
Submit an estimated schedule including proposed phasing by property or project type.
7. SBE:
Complete the relevant CMD documents found in Exhibit H
8. Insurance and Legal
a. Proof that your company or companies can comply with the insurance requirements listed in Exhibit G. b. List of any litigation, arbitration, or mediation the proposed firm/s have been engaged in, at any time within the last five years. c. You may also submit other information that you feel will help the Panel assess your qualifications such as photos of completed projects, letters of recommendation, pre-printed brochures, etc. . . .
