The U.S. Embassy Kuwait invites you to submit a quotation under Request for Quotations (RFQ) No. PR16174912 for the purchase, registration, and delivery of the following vehicle:


  • One (1) Passenger Van, 11-passenger capacity, Hyundai Staria or equal.

This solicitation is issued under FAR Part 12, Acquisition of Commercial Products and Commercial Services.


Quoters shall follow the instructions contained in the attached solicitation, complete all required portions of the RFQ, and submit quotations electronically by email to Kuwait_Solicitation@state.gov no later than Sep 2, 2026, at 10:00 a.m. Kuwait local time.


The Government intends to award a purchase order to the quote responsible whose quotation is technically acceptable and offers the lowest evaluated price. Awards may be made based on initial quotations without discussion; however, the Government reserves the right to conduct discussions if determined necessary.


Interested quoters must be direct distributors, certified authorized dealers, licensed dealers, or authorized representatives in the State of Kuwait. Quoters must be authorized to sell, modify as required for Kuwait registration, register, deliver, and provide manufacturer-supported in-country warranty and warranty services for the offered vehicles.


1. Basis for Award


Award will be made to the lowest-priced, technically acceptable, and responsible quoter


2. SAM Registration


Prospective quoters are strongly encouraged, but not required, to register in the System for Award Management (SAM) at https://www.sam.gov.


  • Quoters with an active SAM registration shall provide their Unique Entity Identifier (UEI) number and are not required to complete FAR 52.204-90, since the required information is available through SAM.
  • Quoters without an active SAM registration shall complete FAR 52.204-90, Offeror Identification, included in full text in Section 5 – Representations and Certifications of this RFQ


3. Required Submission


To be considered for award, each quotation shall include, at a minimum:


  1. Completed pricing schedule, including unit prices and total price;
  2. UEI number, if SAM-registered, or completed FAR 52.204-90, if not SAM-registered;
  3. Proposed delivery schedule in accordance with the RFQ requirements;
  4. Warranty information;
  5. Vehicle brand name, model, specifications, catalogs, and technical data sheets; and
  6. Evidence that the quoter is an authorized distributor, dealer, licensed dealer, or authorized representative in Kuwait.

Failure to submit the required information may render the quotation non-compliant and ineligible for further consideration.


4. Questions


All questions regarding this RFQ shall be submitted by email to Kuwait_Solicitation@state.gov no later than Aug 25, 2026, at 10:00 a.m. Kuwait local time. Questions received after this date and time may not be considered.
