The contract solicitation SFGOV-0000009725 is for the construction of the San Francisco Public Utilities Commission (SFPUC) City Distribution Division (CDD) campus at 2000 Marin Street, California. Clark, acting as the Construction Manager/General Contractor, is overseeing the project, which involves replacing the existing CDD facility located at 1990 Newcomb Avenue with a new modern complex. The project scope includes construction of administrative offices, an auto-shop, warehouse, meter shop, and a six-story parking garage with a capacity of 570 vehicles. Additional features include community green space with parking for 35 large vehicles and dedicated spaces for engineers, business operations, and retail management. The new facility supports the CDD, which manages a vast network of over 1,250 miles of water mains, 12 reservoirs, and 9 pump stations, enhancing operational efficiency and infrastructure maintenance in San Francisco. A key requirement of this solicitation is a mandatory pre-qualification process for all subcontractors before bid submission. The project solicits subcontractors across multiple trade packages such as abatement, fire protection, earthwork, demolition, fall protection, elevators, and site security, among others. The solicitation emphasizes inclusion by encouraging participation of minority, small, veteran, disadvantaged, and women-owned businesses, though no formal socioeconomic set-asides are mandated. The bidding period extends from June 13, 2024, to June 12, 2026, with electronic submissions via San Francisco’s PeopleSoft Strategic Sourcing system required by the final deadline. While pricing details and contract value are not specified at this stage, the procurement process is structured as a competitive Request for Quotation (RFQ). Inspection and acceptance criteria or specific contract type details are not explicitly provided. The work site is primarily located at 2000 Marin Street, with submissions and deliveries addressed to 30 Van Ness Avenue in San Francisco. No special contract clauses related to organizational conflicts of interest, key personnel, or options were identified, but the stringent subcontractor pre-qualification process serves as a distinctive and critical contractual condition.
