The J&A extends the contract with American Overseas Marine (AMSEA), on a sole source basis, for a period of six months under the provisions of 52.217-8. The price for the extended period was not evaluated for the contract award. The basis for the sole source extension is FAR 6.302-2, "Unusual and Compelling Urgency" and was necessitated by a stay in performance on the follow-on contract granted by the GAO in response to a protest filed by an unsuccessful offeror. Due to the uncertainty of the outcome of the protest, to avoid a lapse in contract coverage, the Government requested and was granted authority to extend the contract for the operation and maintenance of seven Bob Hope class LMSRs for the period commencing 11 March 2010 and ending 10 September 2010 (the maximum allowable six-month period). This contract provides personnel, operational and technical support ashore and afloat, equipment tools, provisions, and supplies to operate, maintain and repair the LMSRs which support the readiness mission of the Department of Defense. The Government has a critical need for the continuation of these ship operator services which support various military missions.
