Extension of the Yuba Accord Long-Term Water Transfer Program

The Lower Yuba River Accord, managed by the Yuba County Water Agency since 2008, governs the transfer of up to 200,000 acre-feet of water annually from reservoir releases and groundwater substitution to meet water needs while protecting instream flows and fisheries in the lower Yuba River. The original Water Transfer Program was set to expire at the end of 2025, but the agency is pursuing a long-term extension through 2050, which requires approval from the State Water Resources Control Board. Pending that approval, a one-year interim extension has been proposed to continue operations through December 31, 2026, under the same environmental conditions established in the 2024 Supplemental Environmental Impact Report, which updated the original 2007 Environmental Impact Report certified under the California Environmental Quality Act. The program operates through a network of agreements including a Water Purchase Agreement with the California Department of Water Resources, Conjunctive Use Agreements with member agencies, and a Water Transfer Option Agreement with the Contra Costa Water District and East Bay Municipal Utility District. Environmental compliance is ensured through the Yuba Accord Mitigation Monitoring and Reporting Program, with oversight responsibilities held by the Yuba County Water Agency as the lead agency under CEQA. The agency has certified the supplemental EIR, filed the necessary petition for change with the State Water Board, and is managing public records and compliance documentation at its Marysville office and with partner agencies. No federal procurement contract clauses, pricing structures, or standard federal acquisition terms are applicable, as this is a state-level water resource management initiative governed by California law and interagency agreements.
