External Monitor for Child Care Quality Program

Workforce Solutions Borderplex is seeking qualified external monitors to conduct an annual independent review of its Child Care Quality program, ensuring compliance with Texas Workforce Commission requirements, internal WSB policies, and all applicable federal regulations. The selected contractor will perform on-site evaluations across the six-county Borderplex region—including Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio counties—assessing fiscal operations, program documentation, and service delivery through a risk-based methodology. The primary deliverable is a comprehensive written report detailing findings, recommendations, and corrective actions, accompanied by an oral presentation to WSB leadership and availability for follow-up clarification. Proposals must include a cover letter, demonstration of relevant monitoring experience, a detailed methodology, a proposed timeline, a budget breakdown, and professional references, all submitted via email by June 17, 2026. Evaluation will be based on experience, approach, and cost, with no fixed weights assigned, indicating a best-value trade-off selection process rather than lowest price technically acceptable. Performance is expected to begin following award, with potential for annual renewals, and payments will be made on a progressive basis. The contractor must maintain strict independence, with no prior or existing ties to TWC-funded child care providers being monitored. While no formal contract clauses, special requirements like key personnel or OCI provisions, or detailed accounting data are specified, compliance with federal regulations and state funding guidelines is mandatory. All deliverables must be accepted by WSB at its El Paso office, and no physical packaging or labeling requirements apply.
