Hazard Communication Standard Notice:
Effective June 1, 2015, Federal Standard No. 313-E, Material Safety Data, Transportation Data and Disposal Data for Hazardous Materials Furnished to Government Activities, establishes the requirement for preparation and submission of Safety Data Sheets (SDS) in lieu of Material Safety Data Sheets (MSDS) by suppliers who provide hazardous materials to government activities.
The Occupational Safety and Health Administration (OSHA) has modified its Hazard Communication Standard (HCS) to conform to the United Nations Globally Harmonized System of Classification and Labeling of Chemicals. 2. Suppliers will also be required to submit, to the contracting officer for review and approval prior to award, Hazardous Communication Standard (HCS) labels in accordance with 29 C.F.R. 1910.1200 requirements or current Consumer Product Safety Act (CPSA), Federal Hazardous Substance Act (FHSA) labels when subject to labeling requirements under those statutes. This product labeling is required for hazardous materials delivered to the Government.
3. Finally, suppliers must train their employees on the new safety data sheets, hazardous communication labels, and requirements of 29 C.F.R. 1910.1200.
For more information on SDS, refer to OSHAs website, available at:

FA445226Q0037_Non-Tactical Ram Air Parachute System_Amendment1
Solicitation # FA445226Q0037
Solicitation FA445226Q0037 is a brand-name-only request for quote for JAVELIN ODYSSEY Non-Tactical Ram Air Parachute Systems (NTRAPS) to support the 352 Special Warfare Training Squadron at Pope Army Airfield, North Carolina. This requirement is a 100 percent Woman Owned Small Business set-aside and will be awarded as a Firm Fixed Price purchase order. The JAVELIN ODYSSEY brand is mandatory because its proprietary harness design is physically incompatible with other manufacturers, and the system is essential for transitioning instructor training to a focused skills-acquisition program to reduce musculoskeletal wear on the instructional cadre. Quotations must be submitted electronically to the Contracting Officer and Contract Specialist by 12 PM CDT on 17 September 2026. The award will be based on the lowest total aggregate price that is technically acceptable. Required submission documents include a price quote meeting all salient characteristics, completed fill-ins for R-DFARS 252-204-7017 and RFO 52.225-4, and a cover letter on company letterhead. The cover letter must state that the quote is valid until 30 September 2026 and specify the approximate lead time for delivery to Pope Army Airfield. All canopies must be Berry Amendment compliant, and the successful contractor must use the Wide Area WorkFlow system for invoicing.
