The U.S. Army Corps of Engineers, specifically the Cold Regions Research and Engineering Laboratory, intends to award a sole source contract to Apocalypse Design, Inc. for the procurement of thirty extreme cold weather rated hooded expedition parkas. These garments are required for staff operating in extreme field conditions in Alaska and New Hampshire and must feature a cold weather rating of -61F/-51c, wind and water resistance, interior battery pockets, and breathable synthetic insulation. Additionally, the vendor must provide sixty custom designed patches, with two sewn onto each parka prior to delivery. This procurement falls under NAICS code 315210 and was pursued as a sole source action because Apocalypse Design, Inc. was identified as the only vendor capable of meeting all government specifications. While the notice allowed interested parties to submit capability statements for review by January 23, 2019, the government maintained full discretion over the final acquisition strategy. To be eligible for the award, the vendor was required to be actively registered in the System for Award Management and compliant with all FAR and DFARS certifications.
