Extreme Heat Community Resilience Program (EHCRP) Round 2: Community-Based Organization (CBO) Co-Applicant Partnership

The County of Sacramento is seeking a qualified Community Based Organization (CBO) to serve as a Co-Applicant for the Extreme Heat Community Resilience Program (EHCRP) Round 2 grant, administered by the Governor's Office of Land Use and Climate Innovation. The partnership aims to develop and implement the Sacramento Beats the Heat: Cool 20 Infrastructure Plan, which consists of two primary components: a community cooling demonstration project at Foothill Community Park and the creation of a planning framework to identify 10 priority cooling routes and 10 priority cooling nodes in highly vulnerable communities. The selected CBO will lead community co-design efforts and translate local knowledge into implementable infrastructure solutions over a 30-month grant term. The project is funded on a cost-reimbursement basis, with Early Infrastructure Project awards ranging from 750,000 to 1.2 million dollars. Budget requirements include specific allocations for the demonstration project, partnership funds, and belonging design activities, with a mandatory 25,000 dollar reserve for post-award activities. Eligible applicants include 501(c)(3) nonprofits, faith-based organizations, and academic institutions, while for-profit entities are ineligible. Proposals are due by September 10, 2026, and will be evaluated based on community heat vulnerability benefits and the approach to project implementation. The contract requires adherence to California prevailing wage laws, Title VI non-discrimination regulations, and the Americans with Disabilities Act.
