Full Description
The U.S. Department of Justice, Drug Enforcement Administration (DEA) intends to issue a sole source award to the Department of Transportation Maryland, 2310 Broening Highway, Baltimore, MD 21224-6612.
All communication regarding this posting shall be in writing and be received by the archive date of this notice effective 09/15/2026 at 1:00 pm EST. Point of contact for this requirement is Donita Hood, at Donita.L.Hood@dea.gov. This notice of intent is not a request for competitive quotations. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(c), the Sole Source Documentation is attached with this notice. The acquisition will be conducted through FAR 13.106-3(b) for open market purchase orders.
The proposed purchase order is for EZ-Pass tolls and fees for official government vehicles (OGV) for which the Government intends to solicit and negotiate only with Department of Transportation. In accordance with Competition in Contracting Act, 41 USC 253(c) (1), as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. The following FAR Part 12.3 provisions and clauses are applicable to this acquisition: 52.212-4 (Nov 2023) Contract Terms and Conditions-Commercial Items and 52.212-5 (Mar 2026) Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items.

The North American Industry Classification System (NAICS) is 488490. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotation. The information received will normally be considered solely for the purpose of determining whether to conduct competitive procurement. A Request of Quotation (RFQ) is not available. If proposals are received, the award will be determined by identifying the offeror that provides a technically acceptable quote for the lowest evaluated price.
This notice does not obligate the Government to award a contract or pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
