Human Resources Database System for San Marcos USD
Solicitation # 2026-15
The San Marcos Unified School District (SMUSD) is soliciting proposals under solicitation number 2026-15 for a comprehensive Human Resources Database System. The objective is to implement a platform that streamlines HR processes, ensures regulatory compliance, and integrates with existing tools such as Droplet, Ed Join, Frontline, and PeopleSoft. The project involves significant implementation services, including the migration of historical HR data and the conversion of manual processes into digital workflows. Proposals will be evaluated based on four scorable areas: price proposal (including a 5-year total cost of ownership), platform specifications and technical compliance, professional services and project delivery, and vendor experience with California TK-12 school districts. Bidders must provide at least three verifiable references from similar-sized public agencies. The contract is structured as a fixed-fee agreement with three renewal options extending through June 30, 2031. Ordering Periods 1-4 will be negotiated at a later date. The resulting contract will be issued as an order under a new Indefinite Delivery/Indefinite Quantity (IDIQ) Contract that will cover all AWBS requirements. The Automated Form F (AFF) is an aircraft specific Windows based computer program to automate generation of flight clearance forms, known as a Form F, for government aircraft. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This requirement is non-commercial. Proposals will be accepted from responsible offeror(s) only. The RFP issue date is planned to be released on 4/24/2020 with an anticipated response date of 4/30/2020.
