Large contractors are expected to provide a reasonable expectation of small business utilization as a percentage of total contract value, while small business set-asides, if implemented, would require the prime to perform at least 50% of the work under FAR clause 52.219-14. Responses must be submitted electronically via email to Contracting Officer Ashton Kiplinger by 5:00 PM EST on July 27, 2026, in Adobe Acrobat format, and must not exceed ten pages in 12-point font. Submissions will be treated as non-binding market research information and will not constitute proposals.
