The goal is to gather current industry capabilities regarding the procurement, retrofitting, and interim repair support for Legion IRST Pods in 2.0, 2.5, and/or (2.5+) configurations. Required deliverables include infrared receivers, IRST processors, Advanced Data Link Radios, wiring harnesses, pod bodies, retrofit materials, technical data, computer software, logistical support, non-recurring engineering, program management, and retrofit integration services. All manufacturing must adhere to the Technical Data Package for the specified IRST configurations and include acceptance testing using approved procedures, software, and fixtures, as well as Environmental Stress Screening with vibration and thermal testing to certify durability. Responses must demonstrate compliance with a robust Quality Management System and include detailed technical plans addressing each requirement. All respondents must be registered in the System for Award Management and provide their company name, address, and CAGE code, along with socioeconomic status classification including status as a small business, small disadvantaged business, woman-owned small business, service-disabled veteran-owned small business, or other designated category. Large contractors are expected to provide a reasonable expectation of small business utilization as a percentage of total contract value, while small business set-asides, if implemented, would require the prime to perform at least 50% of the work under FAR clause 52.219-14. Responses must be submitted electronically via email to Contracting Officer Ashton Kiplinger by 5:00 PM EST on July 27, 2026, in Adobe Acrobat format, and must not exceed ten pages in 12-point font. Submissions will be treated as non-binding market research information and will not constitute proposals. Costs incurred in preparing responses are the responsibility of the respondent, and the government reserves the right to use responses in future solicitations. Support contractors may review submissions for evaluation purposes, and all advisors must comply with procurement integrity laws and sign non-disclosure and conflict of interest agreements to protect proprietary data. The acquisition strategy, evaluation criteria, contract value, and final delivery schedule have not yet been determined
