The contract involves providing labor and materials necessary to chip approximately 65 large Russian olive slash piles at Deer Flat National Wildlife Refuge. The work requires a tub grinder and a 30-ton class excavator equipped with a thumb attachment to load slash into the grinder. The slash piles, located near a dirt road on the north shore of Lake Lowell, vary in size but typically measure about fifteen feet wide by ten feet tall and include whole trees up to eighteen inches in diameter with root wads. While the main goal is to chip the piles into wood chips smaller than four square inches onsite, about five of the piles will need to be relocated using a large dump truck for chipping elsewhere. Some piles, marked by refuge staff, will remain unchipped to provide wildlife habitat. Pricing for the project is preferred on an hourly basis including operator costs for the tub grinder, excavator, and dump truck. All equipment must meet OSHA standards. Operations are expected to take place in August or September 2004 with completion by September 30, 2004, though hours may be restricted during periods of extreme weather to ensure safety. This contract is a notice of intent and not a solicitation, with the Department of the Interior's Fish and Wildlife Service Headquarters managing the project.
