The U.S. Fish and Wildlife Service Region 1 intends to award a sole source contract to SWCA Incorporated for specialized support services focused on developing and managing geospatial data, databases, and information resources. This work supports landscape conservation design, ecological assessment, and strategy assessment programs, specifically aimed at refining wetlands and estuaries gap analysis, advancing connectivity modeling across the Pacific Northwest, and improving Marxan-based spatial prioritization. These efforts are part of the Cascades to Coast Landscape Collaborative (CCLC) initiative and build upon previous contracts with SWCA, which produced preliminary analytical products requiring significant refinement and further advanced analysis. The contract is awarded under the authority of FAR 6.302-1 as a Firm-Fixed Price agreement using Simplified Acquisition Procedures, under NAICS code 541620. Due to the complex nature of the task and the necessity of building on prior work and established data sets, changing contractors would result in considerable delays and additional costs. Potential contractors were invited to submit capability statements or proposals by September 23, 2020, with no formal solicitation issued. The contract performance is based out of the Pacific Regional Office in Portland, Oregon, under the Department of the Interior.
