The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate.

Objective: To find sources that are qualified to meet the supplies/services as listed below. Not that the specific requirements are subject to change prior to the release of any solicitation.
Specifications:
The US Geological Survey (USGS), Eastern Ecological Science Center at Patuxent Research Refuge, 12100 Beech Forest Road, Laurel, MD has a requirement to have hazardous waste removed from the center. Services include analyses, fate determination, manifesting and documentation, excavation, pick-up, transportation, labeling, and audit trails until ultimate treatment or disposal.
These services include waste characterization, supplies and packaging, labeling and documentation, technical support, licenses and permits, insurance, and disposition. Items that will be collected in appropriate containers upon request. Some of the PFAS bio-waste has been collected and currently in large trash bags ready for disposal. This site also contains 15 bird pens, each approximately 8 ft. x 50 ft., which require PFAS testing of the substrate and possible excavation and disposal based on the results of the analyses. A sampling grid and collecting approximately 5 samples per pen (75 total) to determine contamination levels. 5 Samples will be taken from each pen from 5 separate holes. The samples will be taken to a depth of 6" Below Ground Surface (BGS). The grid will be staggered, with the first sampled being taken approximately 5' from the concrete in the middle of the pen. The next sample will be taken to the right of the middle, halfway between the middle line and the right wall of the pen, 8' horizontally from where the first sample was taken. This 8' distance will be followed for all subsequent samples. The 3rd and 5th samples will also be taken at the midline, and the 4th sample will be taken identically to the 2nd, but on the left side of the midline of the pen. This process will be repeated for the remaining 14 pens. If the result of sampling shows above acceptable limits this soil must also be removed and disposed following federal and/or state guidelines as per the requirement of this contract.

Interested small business firms shall submit (1) NAME, ADDRESS, and THE PHONE NUMBER OF THE FIRM (including UEI (Unique Entity Identifier); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and there point(s) of contact with telephone and fax numbers, e-mail addresses; and (b) in what capacity (e.g., prime, subcontractor etc.) they performed the work; and (3) their SIZE STATUS.
Your company must have a UEI number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the On-line Representations and Certifications also located at the SAM.gov website before an award to your company can be made. You on-line registration will cover any/all of your offers to the Federal Government, and only needs updated annually.
All responses must be submitted NLT Wednesday June 10, 2026, at 10:00 AM eastern time via e-mail to: dayna_parkin@ios.doi.gov. At this time, the Government is not accepting questions pertaining to the Source Sought notice.
Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future RFQ announcements separately from responses to this market survey. Any RFQ that may be issued will be posted on SAM.gov. It is the responsibility of the potential responders to monitor the site for additional information pertaining to this announcement.
