The US Geological Survey’s Eastern Ecological Science Center is seeking a qualified small business to perform hazardous waste removal services at its Laurel, Maryland campus, with a primary focus on PFAS-contaminated biohazardous waste from bird pens and surrounding soil. The scope includes comprehensive waste characterization, packaging in approved containers using provided materials such as drums, liners, absorbents, pallets, and shrink wraps, proper labeling, documentation, manifesting, transport, and ultimate disposal in compliance with federal, state, and local regulations, including DOT and 40 CFR 262 requirements. The contractor must handle 80 soil samples—five per pen—collected from 15 bird pens using a staggered grid to a depth of six inches; if PFAS levels exceed acceptable limits, contaminated soil must be excavated and disposed of accordingly. All waste must be transported to an EPA-approved disposal facility pre-approved by the USGS, and the contractor is responsible for providing all necessary licenses, permits, insurance coverage including vehicular, workers’ compensation, general liability, and premises insurance, and certified personnel trained in hazardous waste handling, packaging, DOT transport protocols, and safe loading practices. The contractor must also submit detailed disposal tickets and manifests for each pickup, including facility name, volume, fees, and full receipt documentation, with one copy of all paperwork delivered to USGS for signature and retained in clear, legible form. The acquisition is a 100% Small Business Set Aside under NAICS code 562112 with a size standard of $47 million, requiring vendors to be registered in SAM.gov with a UEI and to submit certifications of small business status through SAM’s online portal. Proposals must include the company name, address, phone number, UEI, a capability statement detailing relevant performance on similar projects within the last three fiscal years including contract roles, and size status.
