F107--Asbestos, Lead Based Paint and other Hazardous Material Survey Testing Services

The Department of Veterans Affairs has issued a Request for Information (RFI)/Sources Sought notice seeking qualified firms to perform a comprehensive Asbestos, Lead-Based Paint, Radon, and other Hazardous Material (ALBHM) survey at the Tibor Rubin VA Medical Center in Long Beach, California. This 100-acre campus encompasses approximately 1.2 million square feet across multiple buildings and structures, and the survey is intended to assess compliance with the Veterans Health Administration Directive 7714 governing asbestos management. The contractor’s responsibilities include visual inspections, material sampling, laboratory analysis, and reporting of asbestos-containing materials, lead-based paint, radon levels, mercury, PCBs, and other environmentally hazardous substances. Sampling and testing will adhere to Federal and State regulations, including AHERA, OSHA, EPA, and HUD standards, with materials analyzed by NVLAP- or equivalent-accredited laboratories. The work encompasses both interior and exterior spaces, including basements, crawl spaces, mechanical rooms, and roofing areas whenever accessible, with a detailed focus on suspect materials and potential risks. The final deliverables will include a comprehensive ALBHM survey report, segmented by building, which documents findings such as material type, quantity, condition, and hazard ranking; recommendations for abatement or management; and corresponding AutoCAD-based maps with layered data relating to identified hazards. The report must be compatible with GIS software and include detailed digital photographs and sample identifiers. Quality control plans, experience qualifications (minimum 10 years), certifications for personnel, and laboratory accreditation are mandatory. This RFI is an SDVOSB set-aside under NAICS code 541620 with a $19 million size standard, aimed at market research to inform a future solicitation. Respondents must provide detailed business size and status information, any subcontracting intentions, and may submit pricing solely for planning purposes. Responses are due by June 17, 2026, submitted electronically to the designated Contract Specialist. No formal contract or solicitation exists at this stage, and this activity does not constitute an award or create any binding obligations.
