F107--Asbestos, Lead Based Paint and other Hazardous Material Survey Testing Services

The Department of Veterans Affairs, through Network Contracting Office 22, is seeking qualified Service-Disabled Veteran-Owned Small Businesses to provide comprehensive hazardous materials survey and testing services at the Tibor Rubin VA Medical Center in Long Beach, California. The scope includes the inspection, sampling, and analysis of asbestos, lead-based paint, radon, and other hazardous materials across all buildings and structures on the 1.2-million-square-foot campus, encompassing interior and exterior areas such as ceilings, walls, mechanical rooms, basements, and roofs. All work must adhere strictly to federal regulations including EPA, OSHA, AHERA, and VHA directives, with sampling conducted by AHERA-accredited personnel and analyzed by NVLAP- and AIHA-accredited laboratories using polarized light microscopy and, where necessary, transmission electron microscopy. Deliverables include a detailed ALBHM Survey Report, a GIS-compatible electronic spreadsheet documenting sample locations and results, photographs of all sampled areas, and full restoration of disturbed surfaces to original condition. Prior notification to the Contracting Officer’s Representative is mandatory before sampling in occupied spaces, and destructive sampling requires explicit VA approval. The requirement is targeted specifically for Service-Disabled Veteran-Owned Small Businesses under a set-aside designated as SDVOSBC, with all respondents required to self-certify size status and socioeconomic class under NAICS code 541380. Offerors must demonstrate at least 10 years of relevant experience on projects of comparable scale and complexity, supply their Unique Entity ID and CAGE code, disclose all subcontractors and the percentage of work to be self-performed, and provide a capabilities statement validating their qualifications.
