NOTICE OF INTENT: 55 CONS/LGCZ, Offutt AFB NE intends to award a sole source extension to Science Applications International Corporation, contract FA4600-05-C-0003, under authority 10 USC 2304(c )(1) as implemented by FAR 6.302-1(a)(2)(iii) provides that: For DoD, NASA, and the Coast Guard, "services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in (B) unacceptable delays in fulfilling the agency's requirements." The period of performance for the extension will be a three-month period of 1 Apr 2012 through 30 Jun 2013. The National Target Base (NTB)/National Desired Ground Zero (DGZ) List (NDL) Integrated Development System (NIDS II) is a subsystem of the Integrated Strategic Planning and Analysis Network (ISPAN) supporting assigned Operational Plans (OPLANS), to include OPLAN 8044, Theater Planning, and Global Strike Support Documents, and new UCP tasking and related products through target selection and DGZ Construction capabilities. The Contractor shall (1) fulfill software engineering, hardware, integration, technical support, and training requirements of the ISPAN targeting function, including the areas of NTB Production and DGZ development, (2) provide software sustainment for NIDS II and incorporation of NDL Support Software (NDLSS) into NIDS II. This effort includes completion of Government-approve Software Change Requests (SCRs) for the NIDS II software applications and completion of SCRs to support Enterprise Database (EDB) cutovers. Additionally, the contractor will provide systems engineering services for future software development tasks, as they become relevant to the USSTRATCOM strategic mission. The follow-on effort source selection will not be completed by the end of the current contract on 31 Mar 2013. Therefore, the Government intends a three month extension of the current contract (1 Apr 2012 through 30 Jun 2013) to allow time for completion of the follow-on source selection. This notice is neither a request for a competitive proposal or a solicitation for offerors. A determination by the Government to not compete this requirement based on responses to this notice is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government.
