The 355th Contracting Squadron at Davis-Monthan Air Force Base intends to award a firm-fixed-price, sole-source contract to Win Win Aviation, Inc. for freefall and static line airlift support to benefit the 306th RQS. This procurement, conducted under FAR 6.302-1, is for an estimated cost of 66,300.00 dollars to provide up to 26 training flight hours between February 1 and April 30, 2020. The requirement specifies the use of aircraft capable of supporting 16 parachutists with specific configurations for day and night HALO/HAHO operations, over the ramp static line operations, and airdrop capabilities at 17,500 feet. Win Win Aviation was identified as the only responsible source because their Sherpa aircraft is the only one on the USSOCOM Paratroop Commercial Operator Listing that meets all necessary technical specifications and safety certifications. These requirements include US Air Mobility Command approval, specific aircrew licenses, and specialized equipment such as portable oxygen consoles and fixed static line retrieval systems. The government determined that using an unauthorized carrier or non-compliant aircraft would jeopardize personnel safety and degrade training effectiveness.
