The Department of the Air Force, 78th Civil Engineer Group, Robins Air Force Base, Georgia, is issuing this Special Notice under the Robins Agile Practices for Infrastructure Development (RAPID) umbrella framework and pursuant to 10 U.S.C. § 2808a.

The Government seeks industry Solution Briefs for an anticipated Other Transaction Agreement (OTA) to restore, modernize, and sustain critical airfield infrastructure at Robins Air Force Base. The requirement includes airfield pavement, runway-overrun, taxiway, drainage, pavement marking, and associated supporting work necessary to improve safe, reliable, and mission-ready aircraft operations.

This Special Notice is not an invitation for bids, a request for proposals under the Federal Acquisition Regulation, nor a commitment by the Government to make an award. Any resulting instrument will be an OTA for facility construction and repair under 10 U.S.C. § 2808a.

Purpose

The purpose of this Area of Interest is to obtain commercially viable, safe, and schedule-credible solutions to restore and sustain airfield infrastructure supporting safe aircraft movement, installation readiness, and continued mission operations at Robins Air Force Base, Georgia.

The Government requires an integrated approach to address deteriorated pavement, runway overrun, taxiway, drainage, storm-drain-disposal, pavement-marking, and related airfield infrastructure conditions. The selected approach must provide a practical path to execute the work while minimizing disruption to aircraft operations and controlling construction, safety, environmental, and schedule risks.

Project Background and Existing Conditions

The current runway and taxiway infrastructure exhibit deterioration, including cracking, displacement, rutting, and other pavement deficiencies that affect long-term serviceability and air-field-operational reliability.

Drainage infrastructure near the south end of the runway is overgrown and requires adjustment or corrective work to improve drainage performance and reduce the risk of continued pavement or operational impacts.

The work area is congested and affected by ongoing airfield operations, access restrictions, construction staging limitations, and mission requirements. The runway and taxiway may remain in full or partial operation depending on the approved phase of work.

Project Areas

  1. UHHZ210404: Runway 3901 Pavement and Shoulders

The Government requires a solution to address deficiencies associated with Runway 3901 pavement slabs, shoulders, pavement condition, and associated maintenance and marking requirements. The desired end state is a safe, serviceable runway with restored pavement integrity, shoulders, markings, and supporting features necessary for continued airfield operations.

  1.  UHHZ210404: South Runway Overrun

The Government requires a solution to replace or restore the south runway overrun and associated infrastructure necessary to support safe runway operations. Respondents shall address proposed sequencing, access, staging, safety controls, airfield coordination, and methods for reducing operational disruption.

  1.  UHHZ210404: South Overrun Contingency Work

The Government may include additional south-overrun work as a contingent requirement. Respondents shall identify assumptions, cost and schedule impacts, technical dependencies, and proposed activation conditions associated with any contingent work. The Government will determine whether this work is included in the final OTA scope, separately negotiated, or otherwise addressed during Phase 3.

  1.  UHHZ150412: Taxiway C, Facility 3931

The Government requires a solution to repair Taxiway C, Facility 3931, and restore safe, reliable aircraft ground-movement capability. The proposed approach should address pavement condition, phasing, aircraft-operational coordination, quality control, inspection, testing, and turnover requirements.

  1.  UHHZ160138: Drainage and Storm-Drain Disposal, Facility 8700

The Government requires a solution to correct drainage and storm-drain-disposal deficiencies at Facility 8700. The proposed approach should address existing drainage conditions, water management, constructability, site access, protection of adjacent infrastructure, environmental controls, and integration with related pavement and airfield work.

OTA & RAPID Framework Approach

This project is being executed as an Area of Interest (AOI) under the overarching RAPID (Robins Agile Practices for Infrastructure Development) Umbrella Program Notice. In accordance with the RAPID framework, this project utilizes a Build-Only execution approach under the standalone statutory authority of 10 U.S.C. § 2808a. Because the Government has provided a 100% completed design package and/or specific phasing and repair requirements, this project does not contain a collaborative design-builder phase. Instead, it transitions directly to rapid construction execution under an OTA structure to bypass administrative procurement lag.

Competitive Selection Process

Phase 1 Solution Brief Requirements

The Government reserves the right, at its sole discretion, to determine that a response which does not conform to the requirements or instructions contained in this announcement is ineligible for further consideration.

Interested respondents shall submit a Phase 1 Solution Brief in a clear, concise, and organized manner in accordance with this announcement. To facilitate an efficient review, responses shall be prepared in accordance with the instructions and formatting requirements contained in this announcement.

Failure to comply with these requirements may increase the risk that the response will not be considered for further evaluation. The Government will evaluate them to identify the most highly qualified parties. Submission Requirement should be submitted by 3:00 PM Eastern Standard Time on or before 30 October 2026.

Interested respondents shall submit a Phase 1 Solution Brief consisting of no more than five written pages (5), excluding the cover page.

The Solution Brief shall include:

Evaluation & Selection Criteria

The Government will utilize a two-step, Best-Value selection process mapped to the RAPID framework to select the Company. The evaluation process consists of:

Step 1: RAPID Phase 1 Equivalent

Evaluation of written Solution Brief to establish a short-list of the most highly qualified firms. Price is not evaluated in Step 1.

Step 2: RAPID Phases 2 & 3 Equivalent

Interactive Pitch Presentations/Interviews and evaluation of the Price Proposal (short-listed teams only) to determine the final best-value selection.

Step 1: Statement of Qualifications Evaluation Factors

Factor 1: Past Relevant Construction Experience

  • Minimum Requirement: The Company must demonstrate a minimum of five (5) years of experience successfully executing construction projects of comparable size, scope, and complexity. Contractors must have previous experience on Government runway/ taxiway projects that entail repair or replacement or new construction
  • Focus: Historical performance in occupied facilities, managing congested site logistics, working in restricted areas (e.g., flightlines), and adhering to environmental and safety standards.

Factor 2: Team Composition and Organization
