U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO)
Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued solicitation W911PT26SC001, a Commercial Solutions Opening (CSO) authorized under the National Defense Authorization Act for Fiscal Year 2026 and DFARS Subpart 212.70. This competitive solicitation is open until September 30, 2027, and is designed to acquire innovative commercial products, technologies, and services to modernize the Army's Organic Industrial Base. The scope focuses on integrating manufacturing resources, linking legacy analogue systems with digital systems, and expanding modeling and simulation to enhance the delivery of materiel solutions. The CSO targets both traditional and non-traditional business entities, including small businesses and foreign-owned firms, provided they maintain an active System for Award Management (SAM) profile and a Unique Entity ID. The acquisition process follows a multi-phased approach consisting of a written solution brief, an optional presentation or pitch, and a final Request for Commercial Solution Proposal (CSP). Evaluation is based on responsiveness, technical merit, uniqueness, and price reasonableness. Successful responses may result in fixed-price contracts awarded under FAR Part 12 Commercial Item Procedures. Current Areas of Interest (AoIs) include advanced cannon technology, electrical infrastructure improvements at Building 120, chromium facility conversion, automated manufacturing for minor components, automated cooling tower treatments, advanced CNC vertical turning lathes, and advanced tooling for radial forging. Performance is primarily located at Watervliet Arsenal and Benet Laboratories, with a general period of performance not to exceed 12 months unless otherwise specified.

The Air Force Research Laboratory (AFRL) anticipates awarding one (1) Cost-Plus Fixed-Fee (CPFF) completion form contract for the Statement of Objectives (SOO) Attachment 1, for an anticipated award of one (1) minimum contract. The work to be performed includes the application of DESI modeling and simulation (M&S) tools, including Galaxy and underlying tools, such as (but not limited to) ICEPIC, JREM, AFSIM, CREATE-RF tools, and other applicable tools. The work also includes basic research and development of underlying vacuum tube, material, solid state Radio Frequency (RF) sources, plasma and particle beam technologies, and simulations for improving High Power Electromagnetic system and or component performance. This effort includes work to model an end-to-end Directed Energy (DE) system (input power systems all the way through battle simulations) and its associated platform integration and supports high power electromagnetic studies and designs. ICEPIC, JREM, AFSIM and CREATE-RF tools are government owned software. The selected contract will be granted access to these software as government furnished information as necessary in performance of this contract. System and component designs and integrations and software input files for simulations must be documented and delivered together with the associated documentation and data. Specifically, this work falls within the Directed Energy Directorate's High Power Electromagnetic Division, Numerical Simulation Program (AFRL/RDH), Kirtland AFB, New Mexico.

TACTICAL Broad Agency Announcement (BAA)
Solicitation # FA9451-24-S-0001
The TACTICAL Broad Agency Announcement (BAA) FA9451-24-S-0001 is a five-year research initiative managed by the Air Force Research Laboratory Directed Energy Directorate. The program seeks innovative, cost-effective solutions to advance directed energy technologies, focusing on computational development, validation, and the enhancement of performance, reliability, and affordability for future weapon system components. With an estimated total funding profile of 499 million dollars over five years, the BAA covers 14 distinct topic areas, including laser sources, beam control, satellite custody and characterization, high power electromagnetics, and wargaming. This is a BAA with closed calls, meaning proposals are not submitted to the overarching announcement but in response to specific calls issued periodically via SAM.gov. The government may utilize various contract types, including Cost-Plus-Fixed Fee and Firm Fixed Price, though cost-type awards require a DCAA-approved accounting system. To streamline the process, the AFRL utilizes Topic Area Groups (TAGs), where technically qualified entities are pre-selected based on executive summaries to receive future requests for proposals or white papers. Selection is based on overall scientific and technical merit, importance to program requirements, and fund availability, with cost analyzed for realism and reasonableness rather than used as a primary evaluation criterion.
