AI Contract Overview
The contractor is tasked with providing comprehensive operation, maintenance, repair, and facility management support for medical research facilities at the Uniformed Services University of the Health Sciences in Bethesda, Maryland, under a firm-fixed-price sole-source award to BryMak. This includes all personnel, equipment, tools, vehicles, materials, supervision, and subcontracting necessary to sustain critical plumbing and HVAC systems, domestic water, sanitary waste, and medical gas infrastructure. Work must adhere strictly to the Performance Work Statement and comply with a stringent set of federal standards, including NFPA, AAALAC, CDC, NIH, BMBL, GLP, OSHA, NRC, and EPA regulations, to ensure biosafety, environmental compliance, occupational safety, and laboratory accreditation. The contract has a 12-month base period with one optional 12-month extension, totaling up to 24 months of performance, and is limited solely to the services specified in the contract line items, with no work outside this scope permitted. The acquisition was justified under FAR 13.106-1(b) due to urgent and compelling operational needs stemming from a 50 percent reduction in internal workforce, creating critical infrastructure risks that could compromise mission readiness and accreditation status. BryMak was identified as the only viable source capable of meeting these immediate requirements, resulting in a sole-source award with no competitive bidding or evaluation factors applied. Contractors must maintain active security clearances and maintain an on-site presence to ensure rapid response to emergencies and preventive maintenance schedules. Personnel must be experienced with government Computerized Maintenance Management Systems (CMMS) and facility operations within regulated research environments. All work must be fully documented, with inspections and acceptance occurring on-site at USU’s facilities, and compliance with all applicable codes serves as the sole measure of performance. The contract is administered by the USUHS Acquisitions Directorate, with no publicly disclosed Point of Contact or COR/COTR information, and no payment or invoicing details specified, though the total estimated value including the option period does not exceed $9 million. The contractor is designated as a small business, but no additional socioeconomic certifications are disclosed.
