Facility Restoration Works at ER#3

The U.S. Embassy in Monrovia is seeking a contractor to perform maintenance, servicing, and restoration work at the ER#3 facility, strictly limited to non-structural tasks that preserve the existing design, setup, and dimensions without altering load-bearing elements or modifying structural components. All restored utilities must integrate seamlessly with the facility’s current systems. The contract is structured as a firm-fixed-price arrangement with a base period of 120 days from the Notice to Proceed, and the Government retains the option to extend performance for up to six additional months. Proposals must be submitted electronically to MonroviaBids@state.gov by August 18, 2026, in one of three accepted formats—MS Word, MS Excel, or PDF—with a maximum file size of 30MB. Each submission must consist of three volumes: pricing documentation including the signed SF-1449 and a detailed milestone-based price breakdown; a technical proposal outlining compartmentalized work methods, a bar chart schedule, personnel qualifications, and relevant past performance; and general requirements including all necessary representations and certifications. The contract requires compliance with numerous FAR clauses covering ethics, whistleblower protections, labor standards, equal opportunity, trafficking in persons, and Buy American provisions. Offerors must maintain accurate and current SAM registration, provide a Unique Entity Identifier and CAGE code, and submit a performance bond covering full contract value until final acceptance, with reduction to 10% of the contract price for a one-year period afterward. Insurance must meet the requirements of FAR 52.228-5, aligned with legal mandates for work on government installations. Evaluation is based on a pass/fail system for technical acceptability and responsibility, followed by selection of the lowest-priced, technically acceptable, and responsible offeror. Payment requests are tied to milestone completion and must be submitted to the Contracting Officer’s Representative, with final acceptance requiring a formal request five days before inspection. All records must be retained for three years after final payment or as otherwise specified under FAR subpart 4.7, and the Department of State Office of the Inspector General retains unrestricted access to all contractor and subcontractor documentation, premises, and personnel.
