Fair Housing Initiatives Program - Fair Housing Organizations Initiative FY2025 and FY2026

The Fair Housing Organizations Initiative (FHOI) is a grant program administered by the Department of Housing and Urban Development (HUD) to build the capacity of nonprofit organizations to engage in fair housing enforcement activities. The program aims to support the implementation of the Fair Housing Act, specifically targeting underserved areas and regions with high concentrations of people with protected characteristics. Funding is available through two primary components: the Continued Development Component (CDC) and the Establishing New Organizations Component (ENOC). Approximately 3.7 million dollars in funding is available, with a grant term of 36 months. Eligible applicants must maintain an active SAM.gov account and a valid Unique Entity Identifier. Applications are due by August 21, 2025, and are evaluated based on a weighted scoring system across four rating factors, including staff expertise, organizational capacity, the proposed statement of work, and evaluation metrics. A minimum score of 75 points is required to be considered for funding, followed by a comprehensive risk review. Awardees must adhere to strict budgetary requirements, including a mandatory annual set-aside of 7,500 dollars for HUD-sponsored training. Performance is measured through detailed statements of work, testing activities to identify housing discrimination, and the submission of final reports and program products within 90 days of the grant term's end.
