Fair Housing Initiatives Program - Fair Housing Organizations Initiative FY2025 and FY2026

The Department of Housing and Urban Development is offering funding through the Fair Housing Initiatives Program – Fair Housing Organizations Initiative for fiscal years 2025 and 2026 to support organizations engaged in fair housing enforcement activities, with a focus on underserved geographic areas and regions with high concentrations of individuals protected under the Fair Housing Act. Applicants must demonstrate organizational capacity and relevant experience, propose a sound approach with clear objectives tied to complaint intake, investigation, testing, outreach, and systemic enforcement, and align activities with federal requirements including 24 CFR 125.107 and 2 CFR Part 200. Proposals are evaluated on a weighted basis totaling 100 points across four factors: organizational capacity and staff expertise (36 points), soundness of the proposed approach including budget (30 points), the nature and urgency of the fair housing problem in the target area (19 points), and the ability to measure and evaluate outcomes (15 points). Up to four additional preference points may be awarded for affiliation with a Minority-Serving Institution, Promise Zone, or Opportunity Zone, with no applicant eligible for more than four combined preference points. To be eligible, applicants must achieve a minimum score of 75 points before preference adjustments, and awards are determined through a best-value trade-off process, not on the basis of lowest cost. All applicants must be registered in SAM.gov with an active Unique Entity Identifier and submit applications through Grants.gov by August 21, 2025, using prescribed forms including SF-424, HUD-424B, HUD-424CBW, SF-LLL, and certifications for drug-free workplace and lobbying compliance. Required attachments include detailed narratives and supporting documentation for preference claims, formatted in 12-point Times New Roman with 1-inch margins and limited to specified page and character counts. Performance is expected to begin November 1, 2025, with the standard award period lasting through November 1, 2026, and extended awards up to 36 months available for new organizations. Recipients must comply with federal financial reporting via SF-425, adhere to whistleblower protections, avoid prohibited telecommunications equipment, and maintain ethical standards under 2 CFR Part 200. Acceptance of deliverables, including reports and training materials, is subject to review and approval by the Government Technical Representative, and organizations must submit quarterly and final performance data using HUD-specific forms.
