The contract solicitation SPE4A7-26-T-572X seeks the delivery of one aircraft fairing with NSN 1560-01-716-9904, to be furnished in accordance with stringent technical and quality requirements outlined in the DLA Master List of Technical and Quality Requirements, with specific references to R-numbers indicating applicable specifications. The item must comply with MIL-STD-1916 or ASQ H1331 for sampling, with zero non-conformances required unless otherwise stated, and all attributes are to be classified per established verification levels or AQLs. Packaging and marking must adhere to DLA’s RP001 and MIL-STD-129, with hazardous materials subject to TQ requirement IP025 and FED-STD-313, while non-hazardous items follow ASTM D3951. Delivery is required within 10 days after order placement to Williamstown, WV, under FOB Origin terms, with title passing upon loading. The solicitation applies export control regulations under ITAR or EAR, restricting disclosure of technical data to authorized entities only—specifically those with approved JCP certification and training. Cybersecurity compliance is mandated through NIST SP 800-171, and although CMMC Level 2 certification is not required, safeguarding of controlled data is enforced per DFARS clauses. The contract incorporates multiple FAR and DFARS clauses addressing equal opportunity, combating trafficking, employment eligibility verification, sustainable products, hazardous material identification, whistleblower rights, compensation of former officials, data disclosure controls, and accelerated payments to small business subcontractors. Invoicing must be performed electronically through WAWF, and compliance with DLA’s packaging, marking, and transportation requirements is mandatory. The contracting officer will determine the contract type post-award, and while pricing details are not provided, the offeror is expected to submit a firm fixed price for the single unit. All technical and quality specifications, along with applicable clauses, supersede any conflicting commercial standards, and final acceptance occurs at the destination under government inspection authority.
