Fall Protection Competent Person Initial Training, FY 2026-2027

Los Angeles County Department of Public Works is soliciting proposals for Fall Protection Competent Person Initial Training services covering Fiscal Years 2026–2027 under solicitation number PW-RMO-224. The contract requires the vendor to deliver eight training classes, each consisting of 32 hours of instruction—16 hours classroom and 16 hours hands-on—at designated field locations in Los Angeles, Monday through Thursday between 6:30 a.m. and 5:00 p.m. Each class is limited to 16 students with a strict student-to-trainer ratio of 8:1. Training must align with Cal/OSHA and ANSI standards, particularly ANSI/ASSP Z490.1, and cover fall hazard identification, equipment inspection, rescue procedures, and competent person responsibilities. All trainers must hold current “Competent Person” certification, possess five years of professional safety training experience, demonstrate annual delivery of at least five fall protection classes since 2024–2025, and maintain valid CPR and First Aid qualifications. Resumes and certifications for all proposed trainers must be submitted and approved prior to award, and substitutions are prohibited without prior written approval. Proposals must be submitted on company letterhead in PDF format via email or fax no later than 5:00 p.m. PST on Tuesday, May 26, 2026, and include a complete package with a title page, table of contents, letter of transmittal, detailed training curriculum and work plan, trainer resumes and certifications, sample training materials such as PowerPoint presentations, student manuals, quizzes, and evaluations, a firm price quote valid through calendar years 2026 and 2027, and at least three verifiable references from organizations with over 100 employees—excluding Public Works. Vendors must be registered County vendors through CAMISVR, and failure to meet any mandatory requirement results in automatic disqualification. Insurance coverage requirements include $2 million general liability, $1 million auto liability, and $1 million workers’ compensation, all naming the County and its agents as certificate holders. The evaluation will assess the quality and depth of training content, trainer experience, length of time in business, responsiveness to requirements, and price, using a trade-off approach that considers technical merit alongside cost without assigned weights or thresholds. Payment will be processed via invoice submission after successful service delivery, and the contract may be terminated for unsatisfactory performance or budgetary reasons.
