The Alabama State Department of Education, CTE Workforce Development, has entered into a sole source service agreement with The Hanover Research for the Educator Learning Center (ELC). This agreement provides 2,500 Core User Licenses and access to a secure online platform featuring professional learning modules on evidence-based instructional practices, instructional design, social-emotional learning, virtual learning, and support for specialized populations. The period of performance is effective from September 1, 2026, through August 31, 2027, with the possibility of annual renewals for up to five years or until a total contract cost of 25,000 dollars is reached. The contract is governed by the Standard Terms and Conditions for Quick Quotes from the State of Alabama, with the City of Montgomery serving as the sole venue for litigation. Key compliance requirements include mandatory E-Verify enrollment and certification that the supplier is not debarred or suspended from government participation. Financial terms stipulate that any price escalations cannot exceed 5 percent of the total cost and that the vendor must accept electronic payments, including P-cards and EFT. The State of Alabama retains the right to inspect all products before acceptance in accordance with the Universal Commerce Code.
