The U.S. Army Medical Research Acquisition Activity plans to award a sole source contract to Morgan State University (MSU), a Historically Black College and University (HBCU), to provide social work students for field placement at the Family Advocacy Program (FAP) located at Fort Detrick, Maryland. This contract bypasses full and open competition under FAR 6.302-1(a)(2) because MSU is the only HBCU within the Fort Detrick commuting area capable of meeting the program’s specific requirements. The purpose of this agreement is to support social work students from MSU in completing their field placement, thereby addressing a unique capability need at the Fort Detrick FAP. Although this is not a solicitation for competitive proposals, any other HBCU claiming to have the necessary qualifications to provide social work students may submit written, factual evidence demonstrating their ability to fulfill the requirement. Such responses must be submitted by the specified deadline to be considered, though the Contracting Officer retains sole discretion regarding whether to compete the contract. This arrangement highlights the Army’s intent to promote educational partnerships with HBCUs while addressing a specialized training need within its Family Advocacy Program.
