The Hawaii Department of Human Services and the Department of Corrections and Rehabilitation are collaborating to develop family visiting and resource centers within correctional facilities to support incarcerated individuals and their families. The initiative aims to address and reduce the trauma children may experience due to prison environments by fostering stronger parent-child relationships, enhancing parenting skills, and providing opportunities for meaningful interactions. This effort aligns with the broader missions of DHS to promote self-sufficiency and well-being across communities, and DCR’s focus on providing secure, rehabilitative, and culturally sensitive correctional services, with the ultimate goal of reducing recidivism and ensuring community safety. Through this Request for Information, the agencies seek input from various sectors—including public, private, non-profit, and philanthropic organizations—to inform the establishment of these centers, in accordance with Act 125, SLH 2022. The project has a budget range of $500,000 to $2,000,000 and aims to create facilities that support family engagement, parenting, and resource sharing. The solicitation emphasizes strengthening familial bonds and improving relationships between incarcerated parents and their children or caregivers, thereby promoting healthier family dynamics and community reintegration. Responses are due by September 16, 2025, and interested parties can contact Katherine Korenaga for further information.

The Departments of Human Services (DHS) and Corrections and Rehabilitation (DCR) are working collaboratively to reduce the barriers that cause children to be frightened or traumatized by prison environments. The emphasis is on the well-being of the child and his/her relationship with the parent who is incarcerated. The DHS mission is to encourage self-sufficiency and support the well-being of individuals, families, and communities in Hawaii through an integrated and multigenerational approach. In addition, the DCR mission is to provide a secure correctional environment for comprehensive rehabilitative, holistic, and wraparound re-entry services, including culturally based approaches, to persons sentenced to their custody and care with professionalism, integrity, respect, and fairness. The DCR goal is to reduce recidivism and enhance the safety and security of our communities. In pursuit of these missions, DHS is issuing this Request for Information (RFI) to seek information and recommendations from the public, private sector, non-profit organizations, and Trusts/Foundations on establishing family visiting and resource centers at correctional facilities in reference to Act 125, SLH 2022 relating to incarcerated individuals. The primary purpose is to strengthen parenting skills, build healthy relational skills, improve relationships of the parent with his/her children and the children’s caregivers, and facilitate opportunities for interactions with the parent and his/her children.
