The notice is not a formal solicitation or a commitment to award a contract but is designed to gather information from capable sources to assess market interest and capability. Interested parties must submit a response by June 30, 2026, electronically to Sabrina Krafft at sabrina.krafft@dla.mil, including company details, CAGE code, business size, a capability statement focused on military manufacturing experience, detailed information on casting, machining, and assembly capabilities, quality system certification compliant with ISO 9001:2015 or equivalent, estimated lead times for first article and production units, and a rough order of magnitude cost estimate. Access to the technical data package required for response preparation is restricted and available only to firms certified under the United States/Canada Joint Certification Program, which requires submission of DD Form 2345 by mail along with supporting documentation—not via fax or email—and a separate request for access through SAM.gov. Compliance with export control regulations is mandatory, and participation requires prior JCP certification. The requirement includes mandatory First Article Testing with a report, although a waiver may be requested. Offerors must also meet approved source requirements including submission of complete engineering drawings marked with critical safety identifiers, qualification test plans demonstrating performance equivalence or superiority to the existing part, and documentation of controls over special processes and materials. The contract, when awarded, will be firm fixed price with delivery to be made FOB destination, and the baseline quantity is 24 units with an option for an additional 24 within 365 days of award. A reverse auction mechanism may be employed after solicitation closure, requiring potential contractors to register and complete online training through the DLA ProcureX platform prior to participation.
