The Naval Medical Logistics Command awarded a sole source contract to DecisionQ Corporation for the renewal of the Faster Analytics Full Suite license to support the Naval Medical Research Center's Regenerative Medicine Department. This agreement provides an annual minimum license for all modules and unlimited users across specified sites, including maintenance and supplemental support. The contract is structured for an initial six-month period with one six-month renewal option, totaling a value of 374,000 dollars. The software is critical for performing machine-learning Bayesian networks on high-dimensionality data sets that are unsuitable for classical statistical analysis. Because the current package was customized for the research center's unique automated systems and predictive needs, DecisionQ Corporation is the only provider capable of maintaining this continuity. The technology has been utilized for diverse medical research, including risk stratification for cervical cancer, gene function analysis, and the study of medication errors in healthcare institutions.

Full Description

The Naval Medical Logistics Command has awarded a sole source contract under the authority of FAR Part 6.302-1 to DecisionQ Corporation, for the renewal of annual use and support of Faster Analytics Full Suite, in support of the Naval Medical Research Center's (NMRC) Regenerative Medicine Dept. This is an annual minimum license for use at specified sites for a period of 6 months, with one 6-month renewal option. The license includes all modules of Faster Analytics, all users in sites-unlimited users, and maintenance and support plus supplemental user support for two sites. This license for DecisionQ Faster Analytics Full Suite is a continuance of the existing annual service. DecisionQ Corporation is the only company that provides the annual minimum site license for the DecisionQ Faster Analytics Software Full Suite. NMRC requires the use of Faster Analytics Full Suite to perform machine-learning Bayesian networks in high-dimensionality data sets, as many research activities generate very complex data sets that are not amenable to classical statistical analysis. The current package was customized to fit the needs of NMRC, which developed unique insights and automated systems for research in the Regenerative Medicine Dept. DecisionQ Corporation does not sell its proprietary technology, but does license components to facilitate the implementation of their predictive statistical products. The annual minimum site license was developed specifically for this unique software by DecisionQ, and continuation of its use is critical to the continuity and consistency of ongoing research. Faster Analytics has the unique ability to predict future outcomes when examining data sets, as opposed to most analytical software packages which simply use data to describe the past. Faster Analytics has been used to: (1) develop new models for risk stratification in cervical cancer, enhancing ability to identify at-risk women early; (2) combine extensive knowledge of gene function with advanced microarray techniques and develop novel techniques for promoter arrays; (3) better understand how specific genetic markers combine to predict certain diseases; (4) effectively assist researchers in ascertaining how effective diagnostic tests are in predicting diseases when combined with additional demographic or medical factors; and (5) better understand which factors lead to medication errors in healthcare institutions. There was no set-aside restrictions for this requirement. The intended procurement was classified under the North American Industry Classification System (NAICS) code 541511. The total value of this requirement is $374,000: $187,000 is funded for the initial 6-month period of performance, with a 6-month option valued at an additional $187,000.
