The Mission and Installation Contracting Command (MICC) at Fort Benning, Georgia, is issuing a formal notice of intent to sole source the renewal of the software license for the All Hazard Crisis Incident Management System (CIMS) Solution to ESi Acquisition Inc. This action is taken under the Federal Acquisition Regulation part 6.302-3(1)(2)(iii), which permits awarding a contract without full and open competition when necessary to acquire services and license rights from a particular source. The CIMS software functions as a critical communication tool used by the Installation Plans and Operations Center at Fort Benning to coordinate disaster management efforts with local, state, and federal law enforcement agencies. Because the services and licenses provided by ESi Acquisition Inc. are exclusive, the government determined that procuring from any other source would incur prohibitive costs and delays associated with system acquisition and approvals. This notice is not a solicitation or request for proposals but serves to inform interested parties of the government's intent to sole source. Participants will not be reimbursed for any information submitted, and responses must be submitted by the stated deadline of 2:00 p.m. Eastern Standard Time on September 13, 2013. Any inquiries related to this notice should be directed via email to the designated contact at MICC Fort Benning. The contract involves NAICS code 541511 and is managed under the Department of Defense office at Fort Benning, ensuring continued support and licensing of the essential CIMS software to maintain effective incident management capabilities.
