The National Institute of Standards and Technology (NIST) plans to negotiate directly with Tradeshow Multi-Media, Inc. (TMI) for upgrades and modifications to a proprietary Matchmaking software module originally developed for the Department of Commerce. This sole source negotiation is justified because TMI is currently providing services under an existing contract where this software was created, and since the software is proprietary and still being developed, only TMI can perform the requested enhancements. The contract falls under the NAICS code 541511, with a size standard of $23 million. No formal solicitation package will be issued, and the Government is not seeking competitive quotations, but will consider responses received by September 6, 2013, to determine whether a competitive procurement is necessary. The contract, titled "Matchmaking Software Upgrades," is managed by the Department of Commerce’s NIST office located in Gaithersburg, Maryland. The point of contact for this procurement is Monica Brown, reachable via email and phone. This presolicitation notice informs interested parties about the Government's intention to proceed without competition unless compelling information is received. The decision to award without competition remains solely at the Government’s discretion based on any feedback submitted by the stated deadline.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
