D--Notice of Intent to Award a Sole Source Contract

The United States Army Contracting Center at Aberdeen Proving Ground plans to award a sole source, firm-fixed-price contract to The Confiance Group LLC for the licensing and maintenance of ARIS Business Architect software for one year. This contract supports the Office of Business Transformation and is being procured under a GSA Schedule. The sole source justification stems from the unique capabilities of the ARIS software, which is specifically interoperable with Solution Management Software like SAP, functioning as a Solution Manager to generate code compatible with ERP/SAP environments. ARIS is currently the only known software with this capability, and The Confiance Group holds the data rights to this commercial off-the-shelf product, making them the exclusive provider able to meet the Army’s requirements at the necessary quality level. The acquisition is conducted under the authority of Title 10 U.S.C. 2304(c)(1) and FAR 8.405-6(a)(1)(i)(B), which allows for sole source procurement when only one source is capable of providing the needed products or services.
