The Federal Bureau of Prisons, through the Federal Correctional Complex in Florence, Colorado, is seeking firm-fixed price contracts for the delivery of bread products, including white bread, hot dog buns, and hamburger buns, to be fully delivered by September 30, 2026. The acquisition is unrestricted, with no set-aside, and all offers must be submitted via a specified Excel template; any deviation in format or handwritten bids will be rejected. Pricing must include shipping, and deliveries are to be made FOB Destination to the designated facility at 5880 State Highway 67 South, Florence, CO 81226. The solicitation opens on March 3, 2026, with quotes due by June 15, 2026, at 4:00 AM Mountain Time, and all communications and updates are exclusive to SAM.gov, where offerors must be registered with a current UEI and complete all required representations and certifications. Evaluation will be based on a trade-off analysis weighing price, technical acceptance, and past performance equally, where poor past performance—including failure to deliver, non-compliance with specifications, or quality issues—will render a vendor non-responsible. All deliveries must meet stringent packaging and labeling requirements, including palletization, strict thermal control (34–40°F for perishables, 0°F or below for frozen items), and compliance with the Federal Food, Drug, and Cosmetic Act and the Fair Packaging and Labeling Act, with mandatory allergen disclosures for wheat, milk, soy, tree nuts, eggs, peanuts, and shellfish, as well as Kosher symbols for certified items. Bread products must adhere to 21 CFR §136.115 enrichment standards. Contractors are required to comply with a comprehensive set of FAR clauses covering whistleblower rights, data security, trafficking in persons, employment eligibility, equal opportunity, and supply chain security, including the prohibition of ByteDance applications. Data protection requirements are stringent, aligning with DOJ IT Security Standards, FISMA, NIST SP 800-53, and FedRAMP, with all deliverables and working papers becoming Government property. Contractors must implement security protocols for personnel, prohibit use of non-approved devices for handling DOJ information, report security incidents within one hour, and provide Software Bills of Materials upon request. Payment will be processed electronically via EFT or Government Purchase Card, and while no contract value is disclosed due to missing pricing
