AI Contract Overview
The Federal Bureau of Prisons, FCC Hazelton, West Virginia, is issuing a firm-fixed-price solicitation for the replacement of hot water boilers under solicitation number 15B12126Q00000016. Originally restricted as a 100% small business set-aside under NAICS code 423720, the procurement was amended to reopen for unrestricted competition from both large and small businesses due to insufficient small business quotes. The updated solicitation will close on May 12, 2026, allowing previously submitted offers to be considered without additional action unless updated quotes are provided. The contract requires delivery FOB destination to the Federal Correctional Complex Warehouse in Bruceton Mills, WV, with delivery expected ASAP but no later than 60 days after order. The scope includes procurement of commercial water heaters, pumps, valves, and expansion tanks, with installation performed by FCC Hazelton personnel. Technical acceptance is government-determined based on conformity to specifications, including approval of any proposed "equal" products. Evaluation of offers will be based on a trade-off approach considering price (70%), past performance (20%), and delivery schedule (10%), with award to the responsible offeror(s) whose proposals provide the best value to the Government. Offers must be submitted electronically by April 21, 2026, and must include a signed SF 1449 along with completed representations and certifications via the System for Award Management (SAM). The contract incorporates numerous Federal Acquisition Regulation (FAR) clauses governing small business utilization, anti-trafficking compliance, cybersecurity safeguarding, and trade restrictions, emphasizing contractor responsibility for compliance with anti-trafficking regulations, including maintaining a trafficking compliance plan if applicable and annual certifications. The contract also mandates payment by Electronic Funds Transfer and prohibits fax or mailed quotes. Special contract requirements are focused on preventing trafficking in persons, with specific compliance and reporting obligations for contractors and subcontractors involved in international performance exceeding specified thresholds.
