AI Contract Overview
The Federal Bureau of Prisons at FCC Hazelton in West Virginia has amended Solicitation 15B12126Q00000016 to reopen the procurement for replacing hot water boilers under NAICS code 423720, previously restricted to 100% small businesses, now allowing unrestricted participation by both large and small businesses with no NAICS limitation. The amendment, issued on May 1, 2026, extends the response deadline to May 12, 2026, and continues to accept previously submitted quotes without requiring resubmission unless the offeror chooses to update their proposal. The contract is a firm-fixed price award, with deliveries required FOB destination to the Federal Correctional Complex Warehouse at 1640 Skyview Drive, Bruceton Mills, WV 26525, with an anticipated delivery window of up to 60 days from award. Evaluation will prioritize price at 70%, followed by past performance at 20% and delivery schedule at 10%, with the Government reserving the right to make single, multiple, or no awards based on best value determination. Offers must be submitted electronically via email to HAX-BusinessOffice-S@bop.gov or as backup to cehall@bop.gov, with fax and postal submissions strictly prohibited. All offerors must have a valid UEI, complete mandatory representations and certifications through ORCA, and submit a signed SF-1449 to be considered. Payment will be processed via Electronic Funds Transfer (EFT), and compliance with FAR clauses governing whistleblower protections, cybersecurity, trafficking in persons, labor standards, and supply chain security is required. The solicitation specifies commercial equipment including natural gas water heaters, circulating pumps, mixing valves, and expansion tanks, with substitution requests requiring full technical documentation for government approval. While packaging, labeling, and barcoding standards are minimally defined—limited to UEI and vendor identification per Block 17a and compliance with ozone-depleting substances labeling under FAR 52.223-11—no MIL-STDs or detailed preservation requirements are specified. Additionally, contractors must implement a trafficking-in-persons compliance plan if the contract value exceeds $500,000 and involve international work, including confidentiality reporting channels, wage and recruitment safeguards, and annual certifications. All future amendments and information will be posted exclusively on SAM.gov, and interested parties are responsible for monitoring that portal
