Attached is the Request for Quotation for the 15B51526Q00000024 for a KUBOTA L2502HST tractor with bucket for the Federal Correctional Institution in Texarkana, Texas.


This Package contains all the necessary information for submitting a request for a quote for evaluation. The following forms, clauses, and statements must be completed and submitted with your offer:


A. Standard Form 1449


B. Instructions to Offerors – Commercial Products and Commercial Services


All potential offerors and quoters are required to be registered in System for Award Management (SAM) at time an offer or quotation is submitted in order to comply with the annual representation and certification requirements [(RFO 4.203 Policy 04/17/2026)]. Offerors and quoters shall include their Unique Entity Identifier (UEI) in their quotes (RFO 52.204-7(b) and (c)). The Contracting Officer will verify registration before award by entering the potential awardee’s UEI number into the SAM’s database. Failure to complete the registration procedures outlined in this clause will result in elimination from consideration for an award. Offerors and quoters are asked to comply with the specifications on the solicitation. Substitutions will not be accepted.


The evaluation factors are Price and Past Performance (i.e. poor past performance, failure to deliver awarded items within timelines, not meeting required specifications, etc.). The Price will be rated higher than Past Performance. The Government will award all items individually to the offeror(s) whose offer conforms to the solicitation and is the most advantageous to the Government. Delivery to be completed on or before 9/30/2026 at FCI Texarkana, 4001 Leopard Dr, Texarkana, TX 75501.


Failure to deliver awarded items within the established time frames in the solicitation will be considered as non-conformance under terms of the contract and the order may be canceled.   


Quotes shall be received on or before the deadline of September 17, 2026, at 12:00 P.M. Central Standard Time via e-mail to Tex-ProcurementProp@bop.gov. Quotes sent to any other email may not be taken into consideration.
