The Department of Health and Human Services, Food and Drug Administration (FDA), intends to award a sole source bridge contract to Diamond Solutions, Inc. (DSI) under NAICS code 518210 for Data Processing, Hosting, and Related Services. This action is a notice of intent to use other than full and open competition due to the unique capabilities of DSI as the only responsible source capable of meeting the government’s requirements as detailed in the Statement of Work. The bridge contract is intended to maintain continuity of mission critical services provided under the current FDA Adverse Event Reporting System Data Management Program (FAERS-DMP) contract and will allow for a seamless transition to a new contractor. These services are essential, as any interruption could impact public health by delaying the availability of adverse drug reports critical to FDA safety analysts. This notice will be posted for 15 calendar days to allow interested parties to submit capability statements if they believe competition would be beneficial and feasible without causing undue cost or delay. Responses are limited to three pages and must be received by September 20, 2017. The anticipated award date for the bridge contract is September 29, 2017, with an initial performance period of three months and two additional three-month options. The contract will be performed in Silver Spring, Maryland, with points of contact identified for further information. The Government will continue work with DSI during any protest period and contract transition, ensuring uninterrupted delivery of critical data management services related to FDA’s adverse event monitoring.
