Solicitation # 4618-20260930092701
The Hattiesburg Clinic is seeking a full one-for-one refresh of its perimeter defense through solicitation 4618-20260930092701. The project requires the replacement of four end-of-life next-generation firewall (NGFW) appliances with two high-availability (HA) pairs, featuring redundant AC power supplies. One HA pair will be deployed at the Support Services campus and the other at the Orthopaedics campus in Hattiesburg, Mississippi. The solution must support core security functions including IDS/IPS, web/URL content filtering, LAN-to-LAN IPSec VPN tunneling, and User-ID/Active Directory integration. The contract mandates a minimum three-year term for both premium 24x7 vendor support and advanced threat prevention and URL filtering subscriptions. A critical requirement is the completion of the full cutover for both HA pairs within 90 days of contract execution or equipment delivery, with failover testing conducted to validate vendor-published convergence targets. Implementation services are to be provided on a fixed-fee basis and include rule-base normalization and VPN tunnel migration. Proposals will be evaluated based on price, implementation timeline, support model, and demonstrated capability. Submission requirements include a technical narrative, itemized pricing, a detailed implementation plan, and at least one reference customer of comparable size. Additionally, bidders must provide a signed and notarized Affidavit of Non-Collusion and an MBE/WBE vendor status disclosure if applicable. The response deadline is October 22, 2026, with submissions handled via the Mississippi Agency Bid Bank.

The U.S. Food and Drug Administration intends to award a contract for operations and maintenance support of the Portes system to Executive Information Systems (EIS), 6901 Rockledge Drive, Suite 600, Bethesda, MD 20827. Portes uses COTS software to create an environment where authorized users and software tools can access application studies after they have been processed by the SAS Drug Development (SDD) software. The software tools interface with Portes via an Application Programming Interface built into the SDD COTS product. The Portes system is implemented within the FDA's Information System Architecture (ISA) as evidenced by the Authority to Operate (ATO) designation that was granted by the FDA in 2014. In order to fully support Portes operational and maintenance needs, the FDA requires application support in the test/pre-production/production environments; upgrade existing SDD from the current version of 3.5 to the most up to date version 4.x to comply with FDA IT standards for server infrastructure; and, SDD software maintenance. EIS's GSA Federal Supply Schedule includes the required professional services to support the application support and upgrade; however, EIS's FSS does not include the SDD software maintenance. EIS is the only SAS authorized GSA FSS reseller to the US Government of SAS professional services performed by SAS personnel based on an exclusive arrangement for resale on Government schedule contracts. For administrative convenience, the FDA intends to add the SDD software maintenance to the resultant EIS Federal Supply Schedule order in accordance with the procedures set forth in 8.402(f). The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested entities may identify their interest and capability to respond to the requirement or submit quotation no later than 5pm Eastern Time on Wednesday, April 27th. This notice is not a request for quotation. Any vendor that believes it can provide the above stated requirements can provide supporting documents demonstrating their capability and specifications statement. The FDA will review all responses received; however, the Government retains the sole discretion not to further compete the proposed acquisition based on responses to this notice. Information can be sent to Danielle Pena at Danielle.Pena@fda.hhs.gov. No telephone requests will be accepted.
