AI Contract Overview
The Food and Drug Administration is seeking to procure 2,200 single-dose pre-filled syringes of seasonal influenza vaccine for the 2026–2027 season under a Firm-Fixed-Price Purchase Order, with deliveries scheduled to be completed no later than September 1, 2026. The vaccine lot must include 2,000 doses formulated for adults under 65 years of age and 200 doses for adults 65 and older, all of which must be FDA-approved and conform to CDC cold chain requirements for shipping, storage, and handling. Each syringe’s packaging must clearly indicate the manufacturer, National Drug Code number, lot number, and expiration date; multi-dose vials are not permitted. Deliveries are to be split between two locations: 2,000 units to the White Oak Campus in Silver Spring, Maryland, and 200 units to the Jefferson Laboratories Campus in Jefferson, Arkansas. The solicitation, issued under NAICS code 325412 and PSC 6505, is open to all eligible offerors with no set-aside, and proposals must be submitted electronically via email by 10:00 AM Eastern Time on July 6, 2026, with strict formatting rules prohibiting macro-enabled documents or executable files. The evaluation process follows the Lowest Price Technically Acceptable method, requiring all offerors to pass three mandatory technical factors—correct quantity breakdown, regulatory approval status, and compliant packaging—before price competitiveness is considered. Non-compliance with any technical requirement renders a proposal unacceptable regardless of price. Contractors must comply with all federal acquisition regulation clauses including restrictions on subcontractor sales, prohibition on contracting with inverted domestic corporations, and requirements for electronic invoicing through the U.S. Department of Treasury’s Invoice Processing Platform, with invoice submissions requiring an addendum detailing prior payments and remaining obligations. All proposed personnel must have resided in the United States for at least three of the past five years to meet HSPD-12 security standards, and no government-furnished property is anticipated. Payment is contingent upon government certification of satisfactory delivery and contractor certification of labor accuracy; payments will be withheld if services fail to meet technical requirements or if delivery is delayed due to events beyond FDA control. The contract includes options to increase quantity or extend services, though their use is not guaranteed. All submissions must reference the solicitation number 75F40126Q
